AmaderShomoy.Com (আমাদের সময়.কম) Amader Shomoy--এই একটি দেশ যেখানে যত সত্যি, যুক্তিপুর্ন ও উচিত কথাই বলা হোক না কেন, কেউ শুনবেনা। এদেশের মিডিয়াগুলোর ৯৯% আপনার কথার কোন গুরুত্ব দেবেনা যদি না আপনি তাদের ঘনিষ্ঠ কেউ হয়ে থাকেন বা কোন বিশেষ দলের সাথে আপনার সম্পর্ক না থাকে অথবা আপনি কোন বড় মালদার বা ক্ষমতাধর ব্যক্তি না হন। এই আমাদের মত লোক কতদিন ধরে বলে আসছি যে এদেশে পাইকারী উচ্চশিক্ষা হবে একটি জাতীয় অপচয়। যে দেশে কোন বিনিয়োগ নেই, নেই কোন এমপ্লয়মেন্টের সুযোগ সেদেশে পাইকারী এমএ পাশ করে যুবসমাজ এক বিশাল বেকার গোষ্ঠি তৈরী করা ছাড়া আর কোন কিছু করবে না। তারা দেশের অর্থনীতির ওপর এক বিরাট লায়েবিলিটি এবং এদেশের দূষিত রাজনীতির কাঁচামাল ছাড়া আর কিছুই হবে না। বরং এদেশে স্বনিয়োজনের জন্য, বিদেশে কর্মসংস্থান সুগম করার জন্য ভোকেশনাল ও টেকনিক্যাল শিক্ষf একান্ত অপরিহার্য। এজন্য প্রচুর টেকনিক্যাল ও ভোকেশনাল প্রতিষ্ঠান তৈরী করা দরকার। কিন্তু এদেশের এক শ্রেনীর আঁতেল ও মিডিয়া দেশের সবাইকে এমএ পাশ করাতে হবে এই জেদ ধরে বসে আছেন। এদের মনমগজ কোন দিকে কাজ করে বুঝে ওঠা সত্যিই মুশকিল। এজন্যই আজ দেশে বেকারসমস্যা এত বিরাট ও প্রকট আকার ধারন করেছে। এ থেকে মুক্তির উপায় খোঁজা অত্যাবশ্যক হয়ে পড়েছে। কিন্তু এবিষয়ে কারো সত্যিকার উদ্যোগ আছে কি?

যানজটের কারনে জাতীয় বিপুল ক্ষতি

এক হিসেবে যানজটের কারনে প্রতিদিন কর্মঘন্টার হিসেবে প্রায় হাজার কোটি টাকা ক্ষতি হচ্ছে। কিন্তু এটা থামানোর কোন বাস্তব পরিকল্পনা সরকারের আছে বলে মনে হয় না। যেহেতু এই টাকা সরকারের কারো নয়, জনগনের, তাই যা ক্ষতি হচ্ছে তাতে তো যারা সরকার চালাচ্ছেন তাদের কিছু এসে যায় না। কিন্তু এই শহরে যারা বাস করে তাদের তো জীবন দুর্বিষহ হয়ে উঠেছে।এ বিষয়ে নাকি অনেক পরিকল্পনা হচ্ছে।  কিন্তু রাজধানীর যানজট কমানোর বিষয়ে সরকারের বা মেয়রদের কোন পরিকল্পনা কাজে আসবেনা যদি সকল কাজের কেন্দ্রবিন্দু হিসেবে এই রাজধানীকেই রাখা হয়। যে হারে  প্রতিদিন নতুন নতুন মানুষের আগমন ঘটছে রাজধানীতে তাতে যতই বহুতল পাকিংপ্লেস, ফ্লাইওভার ইত্যাদি নির্মিত হোক না কেন কোন কাজে আসবে না। সর্বপ্রথম যা করা দরকার সেটা হল প্রশাসনিক বিকেন্দ্রীকরন। যার মধ্যে সেক্রেটারিয়েট, শিক্ষা অধিদপ্তর, নৌপরিবহন হেডকোয়ার্টার এবং বিচারালয় - বিশেষ করে হাইকোর্ট বেঞ্চ - বিকন্দ্রিীকরন করা দরকার। এরপর আসে সকল গার্মেন্ট কারখানা ও ট্যানারী রাজধানী থেকে সরানো। বাস টার্মিনালগুলোকে রাজধানীর এন্ট্রি পয়েন্টে নিতে হবে। এগুলো ছাড়া যে কোন পরিকল্পনা ফেল মারতে বাধ্য। কিন্তু সরকার এসব বিষয়ে কোন রকম মাথা ঘামাবে কি? নাকি বায়বীয় উন্নয়ন নিয়েই জনগনকে ঘুম পাড়িয়ে রাখবে? অবশ্য বর্তমানে জনগনের কোন কথা তো সরকারের কানে যাবার কোন রাস্তা খোলা নেই। কারন সত্যিকারের কোন জনপ্রতিনিধি তো নেই। যারা আছেন তারা জনগনের জন্য কি করছেন তাতো জনগন দেখতেই পাচ্ছে। দেশে ভাল কিছুর আশা করা এখন কতটা যুক্তিযুক্ত সেটাই বোঝা কঠিন।

করের টাকায় সরকারি ব্যাংকে মূলধন জোগানো অনৈতিক   --- যুদ্ধাপরাধীদের বিচার হবে দেশের প্রচলিত আইনে, স্বাভাবিক গতিতে। যেভাবে বিচার চলছে তাতে দেশের সুস্থবুদ্ধিসম্পন্ন কোন মানুষের আপত্তি আছে বলে মনে হয় না। কিন্তু এটা নিয়ে যে মাতামাতি চলছে এক শ্রেনীর হুল্লুড়ে লোকের মধ্যে তাতে দেশের অন্য সমস্যাকে ধামাচাপা দেবার একটা সুবর্ন সুযোগ এসে গেছে বলেই মনে হচ্ছে। এই ডামাডোলে দেশের আর সব অপকর্ম যেন চাপা পড়ে যাচ্ছে। ব্যাংক থেকে, শেয়ার বাজার থেকে হাজার হাজার কোটি টাকা উধাও হয়ে যাচ্ছে, খেলাফি খাণ দ্বিগুন হয়ে গেছে, দুর্ধর্ষ খুনীদের মামলা-মোকদ্দমা জনগনের চোখের আড়ালে চলে যাচ্ছে। প্রকট দুর্নীতিকেও আড়াল করে ফেলা যাচ্ছে। সংসদে জনগুরুত্বপুর্ন কোন সমস্যার কোন আলোচনা নেই। মাদকের বন্যাকে এক রকম চোখ ঠারা হচ্ছে। কেন? কাদের স্বার্থে? তবে কি যুদ্ধাপরাধীদের বিচারকে সকল অপকর্মের বিপক্ষে ঢাল হিসেবে ব্যবহার করা হচ্ছে?

We Want a New System of Democracy

We have already learnt that the prevailing system of democracy is totally unsuitable for our country where one day's 'badshas' are 'faquirs' for the next 1640 days. This is not democracy; rather this is 'demoncracy'.To change this outdated system of govt I suggest the following: a. None will hold the post of Prime Minister (PM) or Party Boss (PB) more than two terms. b. PM and PB must not be the same person. c. There will be no election campaign by party candidates individually in national election. The party boss himself/herself will declare their programs and election manifesto on the same stage to be broadcast over TV, radio and print media to give people option to choose. d. After election, the parties then appoint their nominees to the posts of MPs according to the percentage of votes gained in the election. e. There will be a popular survey after the first year among the people of each constituency over the performance of the MP nominated by the party and if the percentage of votes goes down below 50% the MP must be recalled and a new leader will be put in place. f. The person nominated for MP-ship must be elected by the local party workers so that there remains no factional feud in the party. g. The local govt bodies must be adequately strengthened as detailed in the constitution. Besides all these, the ACC, the EC, the PSC and the Judiciary must be completely freed from the influence of the govt. Unless these are done no improvement of the situation is possible. Dear countrymen, if you want to change your lot think about it and shake off the outdated idea of our prevailing dynastic democracy which has been sucking our blood since liberation in the name of so-called 'muktijuddher chetona','swadhinatar pokkher shokti' bla bla bla which are just 'mantras' of brutal exploitation. Examples? You know who the Destiny players were. Where are they and where are your money? You know a few 'darvishes' but you do not know how many 'darvishes' looted your money from the stock market. You know how enthusiastic and encouraged we were to have our long cherished dream 'The Padma Bridge', but that has sunk in the deep water of the Padma. Why and by who? You know how the flag bearers of this 'chetona' or that 'chetona' have plundered your money from the state owned bank leaving them almost bankrupt. Did our people fight with their blood and sweat for such a Bangladesh? Was this Bangladesh for which 3 million people laid down their lives 200,000 women sacrificed their chastity? Did we fight for this Bangladesh where Islam will be a taboo? Did we fight for a Bangladesh where Felanis will be hanging dead from the barbed wire fence while our so-called friends will be giving us false hopes to stop such brutalities? If it were so, then choose whatever people you like for your leader or, wake up and forget the symbol '(marka') and vote for the 'man' you know will work for you; will stand by you in your joys and sorrows. Long live the indomitable spirit of Bangladesh!

My Youngest Dadumoni Raafin

This time after returning from Canada, I have become so devastated that most often my eyes fill with uncontrollable tears. Yes, this is because I've left behind my youngest grandson Raafin. His frequent call 'Dada, Dada' and leaping up on my lap, leaving everyone behind and cry with the same uttering 'Dada, Dada' pierces my heart. I never thought I'd be so devastated to have left him behind. Almighty knows how pained I am and how helpless I feel. I cannot forget his face, his smiles and rush towards me with wide open tiny hands. As if my mind's eye sees him everywhere, playing, running, rushing towards me. Oh God, help me!

‘Dysfunctional Democracy. . . . .’

The writer's observation on 'democracy Bangladesh style' is accurate and incisive. In fact, since before liberation of 1971, functional democracy has never been fostered. Think about the election of 1973. Despite undisputed leadership, Bangabandhu was not ready to spare even ten seats for the opposition. Was it only AL that fought the liberation war? And what happened next? First, the parliamentary system was abolished and presidential form of govt introduced. Then in a single stroke all parties were banned and BAKSAL was introduced with gagging the media. What happened during the period of about four years into liberation is history. The atrocities of Rakhi Bahini, Lal Bahini and such other private bahinis rampaged across the country and people know what a hell the country was in. But with all these autocratic measures Bangabandhu could not but lament 'we got 75 million rags; but where is mine one'? He also lamented 'other leaders got gold mines and I got mines of thieves'. So everyone can understand what kind of democracy will run in this unfortunate country. In fact the leadership most needed after such a devastating war was absent right from the beginning. Bangabandhu was a great leader with a lion's heart no doubt but the sternness, prudence and vision to run the administration of a new-born, war-ravaged country were not visible in him. The only thing we must be grateful to him forever is that it was his monumental personality and immense popularity, he made India withdraw her troops from Bangladeshi soil. But the lack of other quality to control, unite and lead a war-ravaged country towards reconstruction and development could not make him a successful statesman. It was he that could put the nation in solid unity but unfortunately he failed to do so and the temptation of hijacking all the credit to the AL alone was the congenital disease that is never to be cured. The symptoms are but what are going on now. It is perhaps our destiny. But may be everything changes with time. The attitude of many Bangabandhu worshipers also might have changed and they have learned to look at a spade as a spade. In fact the system of democracy prevalent in our country in the name of British model West-minister type democracy is just a misnomer. Here one is seen begging votes from door to door today and after being elected we have to beg and beg just to have a glimpse of him, let alone listen to our miseries. This is simply a caricature of democracy. But still so many of our enlightened (?) personalities have been heard to change this top-to-bottom rotten system. How can they expect this type of one day’s democracy would could address our problems? Meanwhile Mr. Mahmudur Rahman Manna has put forward a new idea about a new system of democracy and politics. And Mr. ASMA Rob has also said that the present system of democracy needs to be changed if people’s participation is honestly desired. We do not know if Mr. Manna’s new idea which he wishes to advance with the support of the people. Will he please explain what type of ‘democracy’ will he follow if he goes to power? As a new idea which might better fit in our situation, I like to forward the following suggestions: 1. The term of the govt should be of 4 (four) years. 2. The system of election will be as follows: a. There will be no national election of individual candidate. Election will be held on party basis. b. The top bosses of the parties will explain their programs and election manifesto from the same stage (as in the US) to be broadcast on TV, radio and other print media so that common people can know about both the party bosses and their programs. c. The seats of the parliament will be distributed according to the ratio of votes obtained. d. The parties will nominate one or more than one of their local leaders of each constituency who will be elected by the local workers of that party. e. The parties will nominate MPs of a particular constituency winning the local election. f. After one year, a survey on the local MP’s popularity will be conducted by well-reputed and nationally accepted organization and if the MP gets less than 50% support of the local people, the party shall replace that MP with the runner up in the local election. 3. The local govt bodies will be empowered to conduct all the local development work. Revenue will be collected by the local govt bodies to meet the recurring expenditure and local development projects. 4. There will be no involvement of the political parties in the affairs of the educational institutions. Nor there will be any party leader heading the Managing Committees/Governing Bodies of the schools and colleges. 5. The constitutional bodies like the Judiciary, the PSC, the EC shall be strengthened and must be absolutely free from the intervention of the govt whatsoever. 6. The constitutional provision that says all citizens are equal in the eye of law must be ‘real and meaningful’ and not abstract.
